Code of Ethics for Public Officers and Employees; Redefines "business entity"; prohibits members of certain local councils or committees from soliciting certain contributions; prohibits public officials from appointing or advancing relatives under certain circumstances; provides penalties for violations; revises disclosure requirements for state officers, appointed state officers, & local officers; prohibits certain conduct that would result in special gain or loss to certain parties, etc.
