Voting Rights; Requires release of certain clemency investigation records; authorizes public access to certain data; requires Division of Elections to provide voter registration information before felon's release; requires assistance in completing forms; provides that knowledge that person's civil rights have been restored is considered request to have name placed into statewide voter registration system, etc.
