Insurance Capital Build-Up Incentive Program [FPCC]; Provides for appropriation of state funds in exchange for surplus notes issued by residential property insurers; revises conditions & requirements for providing funds to insurers under program; requires insurers to commit to maintaining certain levels of surplus & reinsurance; requires Citizens Property Insurance Corp. to transfer certain funds to General Revenue Fund if combined surplus of certain accounts exceeds $1 billion, etc.
