Cable and Video Services; Deletes language requiring poll of subscribers to allow addition of access channels under certain conditions; increases number of access channels to be provided by certificateholder; deletes language relating to usage of channels; deletes language relating to hours of access by such channels; provides for placement & manner in which such channels must be carried on certificateholder's basic cable or video service.
