Collection Processing Fees/Taxpayer Noncompliance; Imposes administrative collection processing fee under certain circumstances; requires that fees collected be deposited in General Revenue Fund; revises application of payments; expands scope of study on cost of issuing billings or automated refunds for specified taxes to include taxes & fees to which administrative collection processing fee applies; provides for retroactive application.
