Cigarette Surcharge Revenue Uses; Reduces amount of cigarette surcharge revenues deposited into Health Care Trust Fund; appropriates portion of cigarette surcharge revenues to DCFS for specified purposes; prohibits use of such portion to supplant allocated general revenue funds to DCFS.
