Health and Human Services; Provides exemption from review by AHCA & requirement to file application for certificate of need with agency for certain Level III neonatal intensive care units under certain circumstances; removes limitation on eligibility for enrollment in approved health flex plan; revises definition of term "health care provider" to include orthotists, orthotic fitters, orthotic fitter assistants, pedorthists, & prosthetists; revises eligibility requirements for participation in Florida Health Choices Program, etc.
