Education Savings Account Program; Creates Education Savings Account Program to allow payment to participating student's account equal to percentage of amount student would have generated under FEFP, which would be deposited in financial institution to be used for child's education; provides eligibility requirements for students, schools & programs, & financial institutions to participate in program; provides qualified uses of funds in education savings account; provides responsibilities of parents, students, financial institutions, DOE, & Chief Financial Officer.
