Economic Development; Revises findings & declarations of necessity relating to capital development to provide for implementation of legislation to allow local governments to issue revenue bonds for certain capital projects & to authorize certain investment of public trust funds; authorizes nonutility producers of renewable energy to sell electricity to electricity customers at retail; requires PSC to adopt rules & submit reports to Legislature.
