Secondhand Dealers/Secondary Metals, & Pawnbrokers; Defines term "appropriate law enforcement official" for purposes of provisions regulating secondhand goods transactions & secondary metals purchase transactions; revises such term for purposes of Florida Pawnbroking Act; requires secondary metals recyclers to complete purchase transaction form & deliver form to appropriate law enforcement official within specified period; authorizes such recyclers to use electronic database & transmit transaction forms electronically, etc.
