Specialty License Plates; Revises provisions relating to requirements for requests to establish specialty plate; deletes application requirements; revises presale requirements; revises minimum requirements to continue issuance of certain specialty plates; directs DHSMV to develop certain specialty license plates; establishes annual use fee for plates; provides for distribution & use of fees collected from sale of plates.
