Department of Transportation; Revising the minimum amount of funds that the department must request for the Florida Seaport Transportation and Economic Development Program; providing a specified penalty for drivers of commercial motor vehicles who obtain temporary registration permits entering the state at, or operating on designated routes to, a port-of-entry location; authorizing the department to establish a program that would assist small businesses; establishing the Florida Department of Transportation Financing Corporation, etc.
