Florida Capital Formation Act; Deletes requirement that DEO manage certain activities related to commercialization of specified products, services, & ideas; redesignates Institute for Commercialization of Public Research as Institute for Commercialization of Florida Technology; requires that investment-related affairs of institute be managed by private fund manager & overseen by board; requires that certain proceeds be returned to Florida Technology Seed Capital Fund after payment of certain costs & fees.
