Conviction Integrity Review Units; Requires state attorney of each judicial circuit to establish conviction integrity review unit & an independent review panel within state attorney's office; specifies membership; authorizes an incarcerated person to submit petition requesting that unit review his or her conviction; specifies types of convictions that units are authorized to review; requires unit to initiate an investigation if certain conditions are met; requires unit to make final recommendation regarding petitioner's conviction to state attorney.
