Substance Abuse Services; Requires exemption from disqualification from employment for certain substance abuse service provider personnel under certain circumstances; removes authority of DCF to grant exemptions from disqualification under certain circumstances; revises provisions relating to payment practices exempt from prohibitions on patient brokering.
