Attorney General Designation of Matters of Great Governmental Concern; Requires political subdivision to serve written notice to AG when commencing civil action; authorizes AG to determine that action involves matter of great governmental concern; provides AG specified timeframe in which to file civil action based on matter of great governmental concern; stays civil action commenced by political subdivision under specified circumstances; requires that any funds recovered by AG in civil action based on matter of great governmental concern be deposited in General Revenue Fund; requires state court to dismiss civil action commenced by political subdivision alleging matter of great governmental concern under specified circumstances.
