Quasi-public Entities; Requires Governor to specify affiliated departments or state universities for certain quasi-public entities; requires quasi-public entity to contract with independent entity that meets requirements to conduct cost-benefit analysis; requires quasi-public entity to submit cost-benefit analysis & annual report to Governor, Legislature, & its affiliated department; prohibits employee of quasi-public entity from receiving annual compensation in excess of certain amount; prohibits quasi-public entity from using public funds to retain lobbyist; prohibits quasi-public entity from creating certain separate entities; requires quasi-public entity to post & update information on secure contract tracking system.
