Tax Collector and License Plate Agency Operations; Requires operational requirements to be same for governmentally & privately managed license plate agencies; authorizes tax collectors to participate in pilot project through which tax collector contracts with license plate agencies for provision of driver license services; requires DHSMV to enter into interagency agreements with participating tax collectors; subjects employees to federal background checks; prohibits information from being automatically transferred to voter registration application; provides for disposition of funds collected.
