Sentencing for Controlled Substance Offenses; Provides for sentencing or resentencing for persons who committed certain violations before specified date which involved trafficking in hydrocodone, codeine, or oxycodone; requires resentencing for persons who committed violations before specified date & are serving mandatory minimum terms of imprisonment; provides criminal penalties for such violations that are subject to resentencing; specifies procedures for resentencing.
