Mobility Funding Systems; Revising requirements and best practices for local governments applying concurrency to transportation facilities; specifying prohibited uses of, and requirements and best practices for, mobility plans by local governments; providing requirements for a local government electing to adopt a mobility plan and mobility fee; specifying requirements for, and restrictions on, mobility fees, fee updates, and fee increases, etc.
