585.78  Inspection of prepared animal products.--

(1)  This part applies to all animal products brought into any establishment operating under this part. An inspection of the animal products must be conducted before the products are allowed to enter into any area of the establishment where such products are to be prepared. This part also applies to all products which, after having been issued from any establishment, are returned to the original owner or establishment or sent to any other establishment where such inspection is maintained. The department may limit the entry of animal products and other materials into any establishment at which inspection under this part is maintained, under such conditions as the department may prescribe by rule to ensure that allowing the entry of such products and materials into that establishment is consistent with this part.

(2)  For the purposes set forth in the provisions of this part, the department shall conduct an inspection of animal products prepared for intrastate commerce in any establishment operating under this chapter. All such products found to be fit for human consumption shall be marked, stamped, tagged, or labeled as "Inspected and Passed" for meat, meat byproducts, and meat food products and "Inspected for Wholesomeness" for poultry byproducts, poultry meat, and poultry food products. All such products found not to be fit for human consumption shall be marked, stamped, tagged, or labeled as "Inspected and Condemned." Such condemned products shall be treated by a method approved by the department. The department may suspend inspection at, and remove inspectors from, any establishment that fails to so condemn adulterated products or fails to so destroy condemned products. For purposes of inspection, inspectors shall have access to every part of an establishment at all times, by day or night, without regard to whether such establishment is operating.
