Inclusion of unlisted territory in contiguous districts.
18.0111 Inclusion of unlisted territory in contiguous districts.--Any portion of the state which is not stated in this chapter as being included in any district described in this chapter but which is entirely surrounded by a district shall be deemed to be included within that district. Any portion of the state which is not included in any district described in this chapter and which is not entirely surrounded by a district shall be included within that district contiguous to such portion which contains the least population per representative according to the United States Decennial Census of 2000; however, if every district contiguous to such portion has an equal population, such portion shall be included within the lowest numbered district that is contiguous to such portion.

1Note.--Section 8, ch. 2002-12, provides that "[e]xcept for this section and section 7, which shall take effect upon this act becoming a law, this act shall take effect upon the expiration of the terms of the representatives to the United States House of Representatives serving on the date that this act becomes a law." Chapter 2002-12 became law on March 27, 2002. Section 1, Art. XX of the United States Constitution provides that the terms of representatives shall end at noon on the 3rd day of January of every second year.
