Conservation/Plants & Animals; deletes $10 for 10 days saltwater fishing license; provides for recreational user permit fee to hunt, fish, or otherwise use for outdoor recreational purposes, land leased by G&FWFC; establishes wild harvest setbacks from shellfish leases; revises provisions re issuance & renewal of saltwater products licenses & special activity licenses; revises provisions re importation of nonindigenous marine plants & animals, etc. Amends FS.
