CS/CS/HB 23: Children's Protection Act of 1999

GENERAL BILL by Family Law & Children ; Crime & Punishment ; Ball ; (CO-INTRODUCERS) Fasano ; Constantine ; Feeney ; Byrd ; Harrington ; Murman ; Brummer ; Putnam

Children's Protection Act of 1999; creates said act; creates offenses of "lewd or lascivious battery," "lewd or lascivious molestation," "lewd or lascivious conduct," & "lewd or lascivious exhibition"; precludes consent from being raised as defense if victim is under specified age; precludes ignorance or belief of age from being raised as defense; provides exception for maternal breastfeeding, etc. Amends & reenacts FS.
