Children's Services Council; (Palm Beach Co.) increases maximum ad valorem millage rate which Children's Services Council of said county is authorized to levy; provides that Determination of Millage law applies to any tax levied; directs that final millage rate must be applied in same way as other ad valorem taxes; requires referendum.
