State University System (RAB); authorizes Board of Regents to adopt certain systemwide rules; authorizes Board of Regents to implement differential out-of-state tuition fee for certain universities; authorizes each university president to adopt rules implementing provisions of law governing operation & administration of university; provides for specific areas in which such authority is to be exercised, etc. Amends Ch. 240.
