Pawned & Secondhand Property; requires FDLE to establish statewide database for accessing records from pawnshop transaction forms & secondhand goods acquisition records; designates FDLE as administrator of system; specifies petition form for certain actions to recover misappropriated property; requires Consumer Services Div. of Agric. & Consumer Services Dept. to adopt by rule pamphlet explaining claimant's right to property recovery, etc. Amends 539.001.
