Health Care/AHCA Reorganization; creates Public Cord Blood Tissue Bank as statewide consortium; provides duties of AHCA & Health Dept.; requires specified written disclosure by certain health care facilities & providers; specifies that donation under act is voluntary; designates AHCA as a department; reorganizes agency & removes it from under DBPR; provides for appointment of AHCA Secretary by Governor, subject to confirmation by Senate, etc. Amends FS.
