Judicial Vacancies/Appointment; constitutional amendment to abolish retention elections for offices of Supreme Court justice & judge of district court of appeal & to make offices appointive by Governor, subject to confirmation by Senate, with no one able to serve more than two consecutive full terms. Amends ss. 3, 10, 11, Art. V.
