Sharpening the Pencil Act; creates said act; provides legislative intent re school district best financial management practices reviews; provides OPPAGA with primary responsibility for completion of best financial practices reviews; creates Land Acquisition & Facilities Advisory Board; establishes new purposes for charter schools; permits charter school to admit students on basis of artistic, academic, or other standards, etc. Amends FS.
