Economic Development; revises certain procedures & conditions re sales tax exemption for enterprise-zone building materials & business property; provides for reduction or waiver of certain financial match requirements in rural areas by Rural Economic Development Initiative agencies & organizations; removes December 31, 1999, deadline for creation of satellite enterprise zones by certain municipalities & authorizes creation of such zones, etc. Amends FS.
