Growth Management; (THIS BILL COMBINES H1617,1487) requires that local planning agencies include representative of district school board; requires that certain local government comprehensive plans include public educational facilities element; provides legislative intent re electric utilities & substations; provides that statewide guidelines & standards shall be increased for development in rural area of critical economic concern, etc. Amends FS. APPROPRIATION: $500,000.

Effective Date: Upon becoming law except as otherwise provided
