State Employees/Tax-Sheltered Plan; requires DMS & Board of Regents to contract with private vendor for tax-sheltered plan for state employees who are eligible for payment for accumulated sick leave, annual leave, & special compensation payment upon termination of employment; provides for tax-sheltered plan for certain career service employees & employees participating in Deferred Retirement Option Program, etc. Creates 110.1315.
