Transportation Authorities; increases penalties for exceeding speed limit within zone of toll collection facility under specified conditions; creates provision re Tampa-Hillsborough County Expressway Authority to provide for financing bonds for improvements to toll collection facilities, etc. Amends 318.18, 348.0003, 373.4137; creates 348.545.
