GENERAL BILL by Ethics and Elections ; Cowin

Elections; requires Secretary of State to create & maintain statewide voter registration database & designate office within dept. which provides voter information to absent & overseas voters; provides requirements for identifying electors at polls; suspends operation of second primary election until January 1, 2006; requires creation of primary leadership depository; creates leadership funds as independent entity within political party, etc. Amends FS.
