Transportation Department; authorizes DOT to issue revenue bonds financed by repayment of loans from state-funded infrastructure bank; provides for public-private partnership agreements for transportation facilities without prior legislative approval; authorizes DOT to request Bond Finance Div. to issue bonds secured by toll revenues collected on Beeline-East Expressway, Sunshine Skyway Bridge, & Pinellas Bayway toll facilities, etc. Amends FS.
