Health Care; excludes hearings conducted by AHCA from certain administrative law judge assignment requirements; designates agency's Fair Hearings Office as entity initiating & conducting certain hearings; provides for prepaid health plan for Medicaid HIV/AIDS recipients; requires agency to ensure certain provider choice for Medicaid recipients; requires display of expiration date of prescribed drugs, etc. Amends FS.
