High-speed Rail System; deletes term "associated development" from definition of "high-speed rail system"; provides that Florida High-Speed Rail Authority, its agent, or owner of high-speed rail system is not required to pay taxes or assessments re operation of high-speed rail system; provides exceptions. Amends 341.8203,.840.
