Fla. Building Code; provides requirements re regional emergency elevator access; establishes penalties for unauthorized use of fireworks & pyrotechnic devices; includes hospice facilities in Florida Building Code; deletes requirements to adopt physical plant standards for hospice; requires life-cycle, cost-analysis in selection of public school facilities, etc. Amends 399.106,.13, 633.171, 553.73, 400.605, 1013.45; creates 400.6055.
