GENERAL BILL by Education ; Constantine

Education Personnel; provides for expunging of criminal history records of applicants for employment at certain schools; requires charter school employees & governing board members to undergo background screening; requires BEST teacher program to begin in 2005-2006; requires background screening for contractual personnel, charter school personnel, & certain instructional & noninstructional personnel, etc. Amends FS.
