Community Service/Noncriminal Traffic Offenses [EPCC]; Requires court to allow person to satisfy civil penalty for infraction of noncriminal traffic offense by participating in community service if person is unable to pay civil penalty due to demonstrable financial hardship; requires that a person participating in community service receive credit for the civil penalty at the specified hourly credit rate per hour of community service performed or at the prevailing wage rate for a trade.
