Campaign Financing; Defines terms "local government" & "public funds"; prohibits local government from expending & person or group from accepting public funds for political advertisement or electioneering communication concerning issue, referendum, or amendment that is subject to vote of electors; provides exception for certain electioneering communications; clarifies restrictions with respect to local officials.
