Developmental Disabilities Institutions; Requires APD to submit plan to Governor & Legislature if agency proposes to close or reduce resident population of specified developmental disabilities institution by certain percentage; provides for content of plan; requires Governor to forward the Legislature's comments on plan to director of agency after he or she considers such comments; requires agency to provide quarterly reports; provides for content of reports.
