Agency for Persons with Disabilities [FPCC]; Provides for residential habilitation services for certain clients with developmental disabilities served under four-tiered waiver system; establishes geographic differential payments for Miami-Dade, Broward, Palm Beach, & Monroe Counties; provides for rebasing cost plans based on actual expenditures for individuals served by home & community-based services or family & supported living waiver programs, etc.
