Elimination of Fines and Court-related Fees for Juveniles; Removes juveniles from numerous provisions relating to fines & court fees; provides that fines & court fees previously ordered to be paid are unenforceable & uncollectable; provides for reinstatement of driver licenses suspended for failure to make specified payments.
