Costs of Incarceration; Providing that only offenders convicted of capital or life felonies are liable for a liquidated damage amount for incarceration and other correctional costs; removing provisions specifying a fixed daily amount for an offender’s liability for incarceration costs and other correctional costs for offenders convicted of certain offenses, etc.
