Motor Vehicle Registration Certificate Cards; Requiring the application form for motor vehicle registration and renewal of registration to include language permitting applicants to request registration certificate cards; authorizing the Department of Highway Safety and Motor Vehicles and tax collectors to use United States mail service to deliver registration certificate cards; expanding the list of documents required to be in the possession of the operator of a motor vehicle or carried in the vehicle for certain purposes to include registration certificate cards; requiring that registration certificate cards be issued to the owner of a registered vehicle, etc.
