No-fault Workers' Compensation; creates "Fla. No-fault Workers' Compensation & Employer Liability Act"; authorizes election of provisions of act in lieu of application of Workers' Compensation provisions; specifies employer duties to employees; limits certain defenses by employers under certain circumstances; authorizes Insurance Dept. to adopt rules requiring proof of insurance or financial responsibility, etc.
