Liabilities for Driving Offenses; provides third degree felony penalties for third or subsequent conviction for driving under influence; conforms provisions re fine amounts & prison terms; removes surplusage to improve clarity & facilitate correct interpretation; reenacts certain provisions re driving offenses; revises language re driver improvement schools; provides for distribution of certain pamphlets, etc. Amends 316.193, 921.0022, 318.1451; reenacts FS.
