Vehicles Used by State Agencies; requires report from agency heads on employee use of state motor vehicles; deletes exception to requirement that certain motor vehicles procured by state must be subcompact vehicles; requires report on break-even mileage to be submitted biennially to agency inspectors general; provides definitions; provides criteria to be followed by agency head in assigning state-owned motor vehicle to employee. Amends 20.055, 287.151,.16,.17.
